Do all tiers need dowels, even a two tier cake?
Only the tiers that carry weight above them. A two tier cake needs dowels in the bottom tier only, sized to the top tier's footprint; the top tier itself carries nothing and needs none. A single, un-stacked cake, even a tall one, never needs a dowel ring at all, because there is nothing sitting on top of it pressing down.
